Promotion, Relegation & Play-Off structure in 2023

With the Victorian football season nearing its conclusion, Football Victoria (FV) wishes to provide a reminder and summary of the promotion, relegation and play-off structure for men's and women's competitions. 

Promotion, Relegation & Play-Offs will proceed as detailed in the relevant 2023 National Premier League Rules of Competition and the 2023 Community Rules of Competition linked below.

KEY INFORMATION

National Premier League Womens (NPLW)

Promotion / Relegation structure is as per what is outlined in the 2023 National Premier League Women & Girls Rules of Competition.

National Premier League Men’s (NPLM)

As per communication that was sent to Clubs on July 10, FV will not be enacting Rule 10.5.6. where “Clubs finishing in 11th and 12th position at the end of the NPL2 Senior Regular Season may play Clubs finishing 3rd and 4th in NPL3 Regular Season in a play-off fixture at a FV determined neutral venue for a chance to remain in NPL2.”

Victorian Premier League Womens (VPLW) & Women’s State League (WSL)

Due to vacancies created within the VPLW & WSL structures, FV had made the below changes to the Promotion / Relegation & Play-Off structure in line with the 2023 Rules of Competition.

  • The Runner-Up of each WSL2 league (N/W & S/E) may be eligible for promotion into WSL1.
  • Those Clubs finishing in second (2nd) place of each WSL3 league (N, W, S & E) may playoff as per below.
  • 2nd position of WSL3 N vs 2nd position of WSL3 W
  • 2nd position of WSL3 S vs 2nd position of WSL3 E

The winners of the playoff fixtures may be eligible for promotion into WSL2.

  • The Runner-Up of each WSL4 league (N, W, S & E) may be eligible for promotion into WSL3.
  • Those Clubs finishing in second (2nd) & third (3rd) place of each WSL5 league (N/W & S/E) may be eligible for promotion into WSL4.
  • Remaining three (3) vacancies in WSL4 will be filled via the Order of Merit Process.

In line with Rule 10.1.3. of the 2023 Rules of Competition, Rule 10.1.6. of the 2023 National Premier League Men & Boys Rules of Competition & Rule 10.1.7. of the 2023 National Premier League Women & Girls Rules of Competition, FV reserves the right in its absolute discretion to amend the structure of NPL & Community Competitions, including the number of Clubs in each Division, before, during or after the Regular Season, as a result of FA actions, including the establishment of any new or varied FA auspiced Leagues or Divisions, or Compulsory Player pathways.

Any inconsistencies between these graphics & the relevant Rules of Competition, the Rules of Competition & Participation License will prevail unless otherwise determined by FV.
