Important COVID-19 update for Clubs, Associations & Providers

The current COVID-19 cases in Victoria are a reminder that we must remain vigilant at all times; following the latest Victorian Government advice to protect our community.

The current situation is fluid and rapidly changing. Accordingly, please continue to monitor FV announcements and the RTT/P Conditions on our website to ensure you have the latest advice.

We are currently working with the Victorian Government on a number of information sessions for FV Football & Futsal Clubs & Associations, to ensure all Club events are appropriately structured and registered within the vital Public Events Framework (see details below). 

In the meantime, we urge all Clubs, Associations and Providers to review all information below, to ensure you are taking all essential precautions at your venue.

Public Health update

Use of the Service Victoria QR code service will be mandatory in all venues and facilities required to have mandatory electronic record keeping from Friday, 28 May.

Information for Event organisers

What you MUST do as an event organiser: 

  • Contact attendees, patrons, spectators and other stakeholders, including suppliers, and advise them that they should get tested if they have been at any of the exposure sites that have been published on the Coronavirus Victoria website.  
  • Review your COVIDSafe Event Plan and ensure you are familiar with the protocols outlined for the management of a suspected coronavirus (COVID-19) case. 
  • Regularly check the Coronavirus Victoria website for further updates.   
  • Encourage patrons to scan in via QR code to support contact tracing efforts. If you need more information about the changes to QR codes, visit Record keeping contact tracing information for business.

As always, please remind attendees, patrons, spectators and other stakeholders who may have symptoms not to attend your event and instead seek a COVID-19 test.

IMPORTANT: Public Events Framework - Overview

To make sure they are safe for attendees, the Victorian Government has developed the COVID-19 Public Events Framework (Framework) to guide event organisers and venues in developing COVIDSafe events. 

A public event is an organised public gathering for a common purpose, which is conducted on a one-off or periodic basis, open to members of the public, publicly announced or advertised, and may be subject to specific licenses, approvals or permits. Professional and community sporting events are within the scope of the Framework

Public events are assessed according to their scale, complexity and associated risk factors. A three-tiered system is used to ensure the appropriate level of public health oversight is applied to public events:

  • Tier 1 events - More than 7,500 attendees
    • Required to submit a COVIDSafe Event Plan and have the Plan approved by the Victorian Government before they can proceed. 
  • Tier 2 events – 1,001 to 7,500 attendees
    • Required to submit a COVIDSafe Event Plan, and requires Government approval if seeking an exemption from settings of the Framework.
    • Some Tier 2 events can proceed without public health approval, subject to completion of an attestation, if they meet public health criteria (detailed below).
  • Tier 3 events – 1,000 people or fewer
    • Registration of a Events checklist with the Victorian Government is strongly recommended.

Application to sporting events

Sporting organisations and venues can submit a single COVIDSafe Event plan for a series of equivalent, recurring events, such as for all home matches within a season.

If there are changes to event dates or other key information (e.g. key contacts, record keeping or other risk mitigation measures), the event organiser should update their COVIDSafe Event Plan and advise DJPR’s Public Events Team at COVIDSafeEvents@ecodev.vic.gov.au.  


Tier of the Public Events Framework

Tier 1 events

All Tier 1 events will need to submit a COVIDSafe Event Plan and have the Plan approved by the Victorian Government before they can proceed. 

  • Attendees: More than 7,500 
  • Seated events capacity: 75% of the venue’s fixed seated capacity (no capacity limit) 
  • Non-seated events capacity: Density quotient of one person per two square metres. 
  • Zoning: mandatory for all Tier 1 events exceeding 7,500 attendees. Zones have a maximum of 7,500 attendees.
  • COVID Marshals: A minimum ratio of 1:200. This can be made up of dual roles where the role has a direct responsibility for engaging with patrons, e.g. security, ushers, and other crowd control roles. 
  • COVIDSafe event plans: published on the website

Tier 2 events (now only one category, not split into low and high risk)

All Tier 2 public events are required to submit a COVIDSafe Event Plan to the Victorian Government.

Some Tier 2 events can proceed without public health approval, subject to completion of an attestation form (available through registration link),  if they can operate under the Framework settings, including the criteria below:

  • Attendees: 1,001 to 7,500 
  • Seated events capacity: 75% of the venue’s fixed seated capacity (no capacity limit) 
  • Non-seated events capacity: Density quotient of one person per two square metres. 
  • Zoning: highly recommended for Tier 2. Zones have a maximum of 7,500 attendees. 
  • COVID Marshals: A minimum ratio of 1:200. This can be made up of dual roles where the role has a direct responsibility for engaging with patrons, e.g. security, ushers, and other crowd control roles. 
  • COVIDSafe event plans: published on the website 
  • Public Health Attestation (where relevant): published on website 

Tier 2 events which do not meet the above criteria, or can not attest ‘yes’ to all criteria in the attestation form require formal public health approval.

Please note that If your event can proceed with an attestation, you are still required to develop and submit a COVIDSafe Event Plan.

Tier 3 events

If an event is 1,000 people or fewer and can operate under Victoria’s current COVIDSafe Settings with an existing venue or business COVIDSafe Plan, it does not need to be registered, although registration is strongly recommended. 

Registration allows the Government to communicate with event organisers in the case of any public health updates, assist in the event of an outbreak, and provide updates in travel restrictions, hotspots and changes in other states that might impact events.

  • Attendees: Up to 1,000 
  • Seated events capacity: 100% of the venue’s fixed seated capacity (no capacity limit) 
  • Non-seated events capacity: Density quotient of one person per two square metres. 
  • Event checklist: published on website
